As I am coming to an end with this project, it looks like

With variable CRs for the entire leadership of the Folding Circle: Makesh the Undying (CR 4, 10, 14, 20 & 24); Nysska (CR 4, 8, 12, 16 & 20); The Destoyer (CR 6, 10, 14, 18 &; 22); Emok Zenyaka (CR 3, 7, 11, 15 & 20); and Haru Anon (CR5, 10, 15, 20 & 25); Allies of the Folding Circle: Seeker-in-Flame (CR 11), Troboras (CR 4) and Axo the Wild Storm (CR 14); and the Brotherhood: Lo-Dora, Scion of the North Wind (CR 15), Erebus (CR 12), Elon Mournsong (CR 12), Tak’ra Veruk (CR 11), Silence (CR 10), Ram (CR 10) and Trevor Catalan (CR 10); there are more than enough villains types to keep your PCs running and fighting for their lives.
