I'd say 2. The header is more striking, the design simple and effective. It just says, "HEADER" better than 1. Mind you 1 isn't bad. 3 to me says that the first line is only slightly more important than the text below. Just my opinion.
Go with layout #2. The blue in layout #1 and layout #3 are too strong against the dark brown of the pages.
3 is easiest to read, 2 looks the best. If people are going to use it, then ease of use is ultimately the goal.
